(二)統籌(chou)提(ti)升可再生能(neng)(neng)源(yuan)調(diao)峰能(neng)(neng)力。積極(ji)推(tui)(tui)動(dong)(dong)流域龍頭水(shui)庫電(dian)站(zhan)建設,推(tui)(tui)動(dong)(dong)水(shui)電(dian)擴機增容(rong)及發(fa)電(dian)潛力利用,開展梯級(ji)水(shui)電(dian)站(zhan)協(xie)(xie)同優化調(diao)度,提(ti)升水(shui)電(dian)調(diao)峰能(neng)(neng)力。充分(fen)發(fa)揮光熱發(fa)電(dian)的調(diao)峰作(zuo)用。推(tui)(tui)動(dong)(dong)系統友好型新能(neng)(neng)源(yuan)電(dian)站(zhan)建設,通過加(jia)強高精度、長時間功率預測技(ji)術(shu)和(he)智(zhi)慧集(ji)控技(ji)術(shu)的應用,實現風(feng)光儲協(xie)(xie)調(diao)互(hu)補,推(tui)(tui)動(dong)(dong)電(dian)站(zhan)具備一定的電(dian)網調(diao)峰和(he)容(rong)量支撐能(neng)(neng)力。
(三)大(da)力(li)提(ti)升(sheng)電(dian)網優化(hua)(hua)配(pei)置(zhi)可(ke)再(zai)生(sheng)(sheng)能(neng)(neng)源(yuan)能(neng)(neng)力(li)。充分發揮(hui)大(da)電(dian)網優化(hua)(hua)資(zi)源(yuan)配(pei)置(zhi)平(ping)臺作(zuo)用,加(jia)強(qiang)(qiang)可(ke)再(zai)生(sheng)(sheng)能(neng)(neng)源(yuan)基(ji)地(di)、調節性資(zi)源(yuan)和(he)(he)輸電(dian)通道(dao)的協同,強(qiang)(qiang)化(hua)(hua)送受端網架建設,支撐風光水火(huo)儲等多(duo)能(neng)(neng)打(da)捆送出(chu)。加(jia)強(qiang)(qiang)區域(yu)間(jian)、省間(jian)聯絡線建設,提(ti)升(sheng)互濟能(neng)(neng)力(li),促進調峰資(zi)源(yuan)共享(xiang)。探索應用柔性直流輸電(dian)等新(xin)型輸電(dian)技術,提(ti)升(sheng)可(ke)再(zai)生(sheng)(sheng)能(neng)(neng)源(yuan)高比例送出(chu)和(he)(he)消納能(neng)(neng)力(li)。
(四(si))挖掘需(xu)求(qiu)側資(zi)源(yuan)(yuan)調峰潛(qian)力。全面推進需(xu)求(qiu)側資(zi)源(yuan)(yuan)常態化(hua)參與電(dian)(dian)力系統調峰。深入挖掘可調節(jie)負荷、分(fen)布(bu)式電(dian)(dian)源(yuan)(yuan)等資(zi)源(yuan)(yuan)潛(qian)力,支持(chi)通過(guo)負荷聚(ju)(ju)合商(shang)、虛擬電(dian)(dian)廠等主體聚(ju)(ju)合形成規模化(hua)調節(jie)能力,推動(dong)實施分(fen)鐘級、小時(shi)級需(xu)求(qiu)響應,應對短時(shi)電(dian)(dian)力供需(xu)緊張和(he)新能源(yuan)(yuan)消納困難(nan)問(wen)題。
三、推進儲能能力建設
(五)做好(hao)抽(chou)水(shui)蓄(xu)能(neng)電(dian)站(zhan)規(gui)劃建(jian)設(she)。綜合(he)考慮電(dian)力系統需求和抽(chou)水(shui)蓄(xu)能(neng)站(zhan)點資(zi)源建(jian)設(she)條(tiao)件,在滿(man)足本地(di)自(zi)用需求的基礎(chu)上,優化配置區(qu)域(yu)內省間(jian)抽(chou)水(shui)蓄(xu)能(neng)資(zi)源,統籌規(gui)劃抽(chou)水(shui)蓄(xu)能(neng)與其他調節資(zi)源,合(he)理布局、科(ke)學有(you)序開發建(jian)設(she)抽(chou)水(shui)蓄(xu)能(neng)電(dian)站(zhan),避免(mian)盲(mang)目決策、低水(shui)平重(zhong)復(fu)建(jian)設(she)等問(wen)題,嚴防生態安全隱患。
(六)推進(jin)電源側(ce)新(xin)(xin)型儲能(neng)(neng)(neng)(neng)(neng)(neng)建設(she)。鼓(gu)勵新(xin)(xin)能(neng)(neng)(neng)(neng)(neng)(neng)源企(qi)業(ye)通過自建、共建和租(zu)賃等(deng)方式靈(ling)活配(pei)置新(xin)(xin)型儲能(neng)(neng)(neng)(neng)(neng)(neng),結合(he)系(xi)統(tong)需求合(he)理確定儲能(neng)(neng)(neng)(neng)(neng)(neng)配(pei)置規模,提(ti)升新(xin)(xin)能(neng)(neng)(neng)(neng)(neng)(neng)源消納利用水(shui)平、容量支撐能(neng)(neng)(neng)(neng)(neng)(neng)力和涉(she)網安全性能(neng)(neng)(neng)(neng)(neng)(neng)。對(dui)以沙漠、戈壁、荒漠地(di)(di)區為(wei)重點的大型新(xin)(xin)能(neng)(neng)(neng)(neng)(neng)(neng)源基地(di)(di),合(he)理規劃建設(she)配(pei)套(tao)儲能(neng)(neng)(neng)(neng)(neng)(neng)并充分發揮調節能(neng)(neng)(neng)(neng)(neng)(neng)力,為(wei)支撐新(xin)(xin)能(neng)(neng)(neng)(neng)(neng)(neng)源大規模高比例外送、促(cu)進(jin)多能(neng)(neng)(neng)(neng)(neng)(neng)互補發展發揮更大作(zuo)用。
(七)優(you)(you)化(hua)(hua)電(dian)力輸、配(pei)環(huan)節(jie)新型儲(chu)(chu)能(neng)(neng)發展(zhan)規模和布局(ju)。在電(dian)網關鍵節(jie)點(dian),結合(he)系(xi)統運行需求優(you)(you)化(hua)(hua)布局(ju)電(dian)網側儲(chu)(chu)能(neng)(neng),鼓勵(li)建(jian)設獨立儲(chu)(chu)能(neng)(neng),更好發揮調(diao)峰、調(diao)頻(pin)等(deng)多(duo)種(zhong)調(diao)節(jie)功能(neng)(neng),提升儲(chu)(chu)能(neng)(neng)運行效(xiao)益。在偏(pian)遠地(di)區和輸變(bian)電(dian)站(zhan)址資源(yuan)緊(jin)張地(di)區,合(he)理建(jian)設電(dian)網側儲(chu)(chu)能(neng)(neng),適度替代輸變(bian)電(dian)設施。
(八(ba))發展用(yong)(yong)(yong)戶(hu)(hu)(hu)側(ce)新型(xing)儲(chu)能(neng)。圍繞大數據中心、5G基站(zhan)、工業園區等終端用(yong)(yong)(yong)戶(hu)(hu)(hu),依托源(yuan)網荷儲(chu)一(yi)體(ti)化模(mo)式合理配置用(yong)(yong)(yong)戶(hu)(hu)(hu)側(ce)儲(chu)能(neng),提升用(yong)(yong)(yong)戶(hu)(hu)(hu)供電可靠性(xing)和分布式新能(neng)源(yuan)就地消納能(neng)力。探索不間斷電源(yuan)、電動(dong)汽車等用(yong)(yong)(yong)戶(hu)(hu)(hu)側(ce)儲(chu)能(neng)設施(shi)建(jian)設,推動(dong)電動(dong)汽車通過有序(xu)充(chong)電、車網互(hu)動(dong)、換(huan)電模(mo)式等多(duo)種形式參(can)與電力系(xi)統調(diao)節(jie),挖掘用(yong)(yong)(yong)戶(hu)(hu)(hu)側(ce)靈活調(diao)節(jie)能(neng)力。

四、推動智能化(hua)調度能力建設
(十)推(tui)進(jin)新型電(dian)(dian)力(li)(li)(li)調度(du)支持系統(tong)建設。推(tui)動“云大物移智鏈邊”、5G等(deng)先進(jin)數(shu)(shu)字信息技術在電(dian)(dian)力(li)(li)(li)系統(tong)各環節廣泛應用(yong),增強氣象、天(tian)氣、水情及源(yuan)網荷儲各側狀態數(shu)(shu)據實(shi)時采(cai)集、感知和處(chu)理能力(li)(li)(li),實(shi)現海量資(zi)源(yuan)的(de)(de)可觀、可測(ce)、可調、可控,提升電(dian)(dian)源(yuan)、儲能、負荷與(yu)電(dian)(dian)網的(de)(de)協(xie)同互(hu)動能力(li)(li)(li)。

(十三)探索多(duo)(duo)能(neng)源(yuan)品種(zhong)和源(yuan)網荷儲協同調(diao)(diao)度機(ji)制(zhi)(zhi)。依托多(duo)(duo)能(neng)互補發(fa)展模式,探索流域水(shui)風光(guang)一體(ti)化(hua)基(ji)地聯合調(diao)(diao)度機(ji)制(zhi)(zhi)以及風光(guang)水(shui)火儲多(duo)(duo)品種(zhong)電源(yuan)一體(ti)化(hua)協同調(diao)(diao)度機(ji)制(zhi)(zhi),提升大(da)型(xing)可再生能(neng)源(yuan)基(ji)地整體(ti)調(diao)(diao)節性能(neng)。推動(dong)源(yuan)網荷儲一體(ti)化(hua)、負荷聚合商(shang)等主體(ti)作(zuo)為整體(ti)接(jie)入公用電網并接(jie)受電網統一調(diao)(diao)度,實現內部多(duo)(duo)主體(ti)的(de)協同優化(hua),降低(di)大(da)電網的(de)調(diao)(diao)節壓力(li)。
五(wu)、強化(hua)市場機制和政(zheng)策(ce)支持保障
(十四)積極(ji)推(tui)動(dong)各(ge)類(lei)調節(jie)資(zi)源參與(yu)電力(li)市(shi)場(chang)。明確源網(wang)荷各(ge)側調節(jie)資(zi)源和風光(guang)儲聯合單元(yuan)、負(fu)荷聚合商、虛(xu)擬電廠等主體的獨立(li)市(shi)場(chang)地位(wei)。加快電力(li)現(xian)貨(huo)市(shi)場(chang)建設,支持調節(jie)資(zi)源通過市(shi)場(chang)化方式(shi)獲取收益(yi)。完善輔(fu)助(zhu)服務(wu)市(shi)場(chang)建設,探(tan)索煤(mei)電機(ji)組通過市(shi)場(chang)化啟停(ting)調峰獲取收益(yi),根據各(ge)地系統(tong)運行需求探(tan)索增加備用、爬坡(po)、轉動(dong)慣(guan)量等輔(fu)助(zhu)服務(wu)品種。按照“誰(shui)受益(yi)、誰(shui)承擔”的原則(ze),建立(li)電力(li)用戶(hu)參與(yu)的輔(fu)助(zhu)服務(wu)分擔共享機(ji)制。
(十五)建立健全促進調節資源發展的價(jia)格(ge)(ge)機(ji)(ji)制。綜(zong)合考慮電(dian)(dian)(dian)力系(xi)(xi)統需要和(he)終端(duan)電(dian)(dian)(dian)價(jia)承受能力,落實(shi)煤電(dian)(dian)(dian)容量電(dian)(dian)(dian)價(jia)機(ji)(ji)制,健全儲能價(jia)格(ge)(ge)形(xing)成(cheng)機(ji)(ji)制。指導地方進一步完善(shan)峰谷分時電(dian)(dian)(dian)價(jia)政策,綜(zong)合考慮系(xi)(xi)統凈負荷曲線變化(hua)特征,動(dong)態(tai)優(you)化(hua)時段劃分和(he)電(dian)(dian)(dian)價(jia)上下浮(fu)動(dong)比(bi)例,通過(guo)實(shi)施尖峰電(dian)(dian)(dian)價(jia)等手段提高經濟激(ji)勵水平,引導用戶側參(can)與系(xi)(xi)統調節。
(十(shi)六)健全(quan)(quan)完善(shan)管理(li)(li)體(ti)(ti)系(xi)。建立健全(quan)(quan)電(dian)(dian)力系(xi)統調(diao)峰(feng)、儲能和(he)智(zhi)能化(hua)調(diao)度相關(guan)技(ji)術(shu)標(biao)準(zhun)和(he)管理(li)(li)體(ti)(ti)系(xi)。結合地(di)區電(dian)(dian)網(wang)發展(zhan)實(shi)(shi)際,完善(shan)新(xin)能源并網(wang)技(ji)術(shu)標(biao)準(zhun),制定儲能并網(wang)管理(li)(li)細則及調(diao)度規范,建立虛擬電(dian)(dian)廠(chang)等主體(ti)(ti)涉網(wang)及運(yun)行調(diao)度技(ji)術(shu)標(biao)準(zhun)。制定煤(mei)電(dian)(dian)深(shen)度調(diao)峰(feng)改造相關(guan)技(ji)術(shu)標(biao)準(zhun),切實(shi)(shi)保(bao)障煤(mei)電(dian)(dian)深(shen)度調(diao)峰(feng)運(yun)行安(an)全(quan)(quan)。強化(hua)新(xin)型(xing)電(dian)(dian)力系(xi)統網(wang)絡安(an)全(quan)(quan)保(bao)障能力,加強調(diao)度智(zhi)能化(hua)信息安(an)全(quan)(quan)風險(xian)防(fang)范。
六、加強組(zu)織(zhi)實施
(十七)健(jian)全完善(shan)工(gong)作(zuo)(zuo)機(ji)制。國家發展改革委、國家能(neng)源局建立(li)健(jian)全工(gong)作(zuo)(zuo)機(ji)制,統籌推(tui)進全國電網調(diao)(diao)峰、儲能(neng)和智(zhi)能(neng)化(hua)調(diao)(diao)度能(neng)力建設,加強對各地的工(gong)作(zuo)(zuo)指導和協(xie)調(diao)(diao),研究(jiu)解決工(gong)作(zuo)(zuo)推(tui)進中(zhong)遇到(dao)的重大問題,持續完善(shan)相(xiang)關政策和標(biao)準體系。
(十八(ba))統(tong)籌(chou)制定(ding)實(shi)施(shi)方(fang)(fang)案。省(sheng)級(ji)政(zheng)府(fu)主(zhu)管(guan)部門制定(ding)調(diao)峰儲(chu)能能力建設(she)實(shi)施(shi)方(fang)(fang)案,科學確定(ding)各類調(diao)節資源(yuan)建設(she)目標、布局和時序;電網企業制定(ding)統(tong)籌(chou)推(tui)進主(zhu)網、配網智能化(hua)調(diao)度能力建設(she)實(shi)施(shi)方(fang)(fang)案,報國家(jia)發展(zhan)改革委、國家(jia)能源(yuan)局。
(十九)加強實施方案評(ping)估和(he)落實。國家發展(zhan)改(gai)革(ge)委、國家能源(yuan)局完善電(dian)力系統調峰能力考核(he)制度,組織相關機構對各地及電(dian)網企業的實施方案開展(zhan)評(ping)估,指導(dao)相關單位(wei)完善實施方案,逐年推動落實。
(二十)壓實(shi)(shi)地(di)(di)方和企業(ye)責(ze)(ze)任(ren)。省級(ji)政府主管部門落(luo)實(shi)(shi)屬地(di)(di)責(ze)(ze)任(ren),負責(ze)(ze)本(ben)地(di)(di)區調峰、儲(chu)(chu)能(neng)(neng)(neng)能(neng)(neng)(neng)力建(jian)設的組(zu)織實(shi)(shi)施(shi),保障(zhang)本(ben)地(di)(di)區電(dian)力安全(quan)穩定(ding)供應和可再生能(neng)(neng)(neng)源高質量消納。能(neng)(neng)(neng)源電(dian)力企業(ye)落(luo)實(shi)(shi)主體責(ze)(ze)任(ren),依(yi)據實(shi)(shi)施(shi)方案(an)做好調峰、儲(chu)(chu)能(neng)(neng)(neng)項目(mu)建(jian)設和運行工作,電(dian)網(wang)企業(ye)做好調峰、儲(chu)(chu)能(neng)(neng)(neng)資源的智(zhi)能(neng)(neng)(neng)化調度工作。
