北極(ji)星儲能網(wang)獲悉(xi),2024年1月4日,國家(jia)發(fa)改委、國家(jia)能源局、工信(xin)部及國家(jia)市場監督管理總局聯合發(fa)布《關于加強與電網融合互動的實施意見》。其中提到,建立健全車網(wang)互動資源聚(ju)合參(can)與需求側管理以及市場(chang)交易機制,優化完善輔助服務(wu)機制,豐富交易品種,擴大參與范圍,提高車網互動資源參與需求響應的頻次和規模,探索各類作為靈活性(xing)資源聚合(he)參與(yu)現貨(huo)市場、綠證(zheng)交易、碳(tan)交易的實施路(lu)徑。
同時,鼓(gu)勵雙(shuang)向(xiang)充放(fang)電設施、儲充/光(guang)儲充一(yi)體站、換電站等通過(guo)資源(yuan)聚(ju)合(he)參(can)與電力市場(chang)試點示范,驗證雙(shuang)向(xiang)充放(fang)電資源(yuan)的等效(xiao)儲能潛力。
充電網是新(xin)能源汽車(che)與電網融合(he)互(hu)動的關鍵基(ji)礎(chu)支撐,2023年11月(yue),國(guo)家發展改革委印發《國(guo)家碳達(da)峰試點建(jian)設(she)方(fang)案》,其中將新(xin)能源汽車(che)市場(chang)滲透率(lv)、新(xin)能源汽車(che)保有量列入碳達(da)峰試點城市建(jian)設(she)參(can)考指標。方(fang)案提到,加(jia)強交通綠色(se)基(ji)礎(chu)設(she)施(shi)建(jian)設(she),完(wan)善充電樁、換電站(zhan)等配套設(she)施(shi),推進交通樞紐場(chang)站(zhan)綠色(se)升(sheng)級。

新(xin)(xin)(xin)能源(yuan)汽車通過充(chong)換電(dian)(dian)(dian)(dian)設施(shi)與(yu)供電(dian)(dian)(dian)(dian)網(wang)絡相連,構(gou)建新(xin)(xin)(xin)能源(yuan)汽車與(yu)供電(dian)(dian)(dian)(dian)網(wang)絡的信(xin)息流(liu)、能量流(liu)雙向互(hu)動體系(xi)(xi),可有(you)(you)效發(fa)揮動力(li)(li)(li)電(dian)(dian)(dian)(dian)池作為可控(kong)負荷或移動儲(chu)(chu)能的靈活性調(diao)節能力(li)(li)(li),為新(xin)(xin)(xin)型(xing)(xing)電(dian)(dian)(dian)(dian)力(li)(li)(li)系(xi)(xi)統(tong)高效經濟運(yun)行提供重要(yao)支撐。車網(wang)互(hu)動主要(yao)包括智(zhi)能有(you)(you)序充(chong)電(dian)(dian)(dian)(dian)、雙向充(chong)放電(dian)(dian)(dian)(dian)等形式(shi),可參與(yu)削(xue)峰填谷、虛擬電(dian)(dian)(dian)(dian)廠(chang)、聚合交(jiao)易等應用場景。為深入貫徹中央全(quan)面深化改革委(wei)員會(hui)會(hui)議有(you)(you)關精神,積極落實《國務(wu)院辦公廳關于進(jin)一步(bu)構(gou)建高質量充(chong)電(dian)(dian)(dian)(dian)基(ji)礎設施(shi)體系(xi)(xi)的指導意見》(國辦發(fa)〔2023〕19號(hao))有(you)(you)關要(yao)求,充(chong)分發(fa)揮新(xin)(xin)(xin)能源(yuan)汽車在電(dian)(dian)(dian)(dian)化學儲(chu)(chu)能體系(xi)(xi)中的重要(yao)作用,鞏固和擴大新(xin)(xin)(xin)能源(yuan)汽車發(fa)展優勢,支撐新(xin)(xin)(xin)型(xing)(xing)能源(yuan)體系(xi)(xi)和新(xin)(xin)(xin)型(xing)(xing)電(dian)(dian)(dian)(dian)力(li)(li)(li)系(xi)(xi)統(tong)構(gou)建,現(xian)提出(chu)以下(xia)意見。
一(yi)、總(zong)體(ti)要求(qiu)
(一)指導思想(xiang)
以習近平新(xin)(xin)時代中國特色社(she)會主義(yi)思想(xiang)為指(zhi)導,全(quan)面貫徹黨(dang)的二(er)十大精(jing)神,扎實推(tui)進(jin)中國式現(xian)代化(hua)建(jian)設,完整、準確、全(quan)面貫徹新(xin)(xin)發(fa)(fa)展理念(nian),加快構(gou)建(jian)新(xin)(xin)發(fa)(fa)展格(ge)局(ju),著力推(tui)動高(gao)質量發(fa)(fa)展,堅(jian)持系(xi)統觀念(nian),強化(hua)創新(xin)(xin)引領,完善標準體(ti)(ti)系(xi),加強政策扶持,大力培育車(che)網融(rong)合互動新(xin)(xin)型(xing)產業(ye)(ye)生態,有力支撐高(gao)質量充電(dian)基(ji)礎設施體(ti)(ti)系(xi)構(gou)建(jian)和新(xin)(xin)能源汽車(che)產業(ye)(ye)高(gao)質量發(fa)(fa)展。
(二)基(ji)本原則(ze)
政府(fu)引導,市(shi)場參與,多方(fang)協同(tong)。加強車(che)網互(hu)動(dong)(dong)頂層(ceng)設計,堅持(chi)系統(tong)(tong)觀念,從社會整(zheng)體效益的高度(du)進(jin)行統(tong)(tong)籌謀劃。通過營(ying)造良(liang)好市(shi)場環境和創新(xin)市(shi)場機制,充分(fen)調(diao)動(dong)(dong)產業(ye)鏈各方(fang)積極性,建立(li)符(fu)合(he)市(shi)場規律、多方(fang)合(he)作共贏的系統(tong)(tong)化推進(jin)機制。
積極探索,適(shi)度超前,有序建設(she)。結(jie)合(he)各省市新能源汽車(che)推廣與電(dian)力市場(chang)改(gai)革進展,積極探索兼(jian)顧多方利益的(de)車(che)網互(hu)動(dong)業務(wu)場(chang)景和(he)商(shang)業模式(shi),面向不同場(chang)景需(xu)求,按照適(shi)度超前的(de)原則,因地制宜、分類實施、有序推進車(che)網互(hu)動(dong)生(sheng)態建設(she)。
鼓(gu)勵創(chuang)新,統(tong)一標(biao)準,保(bao)障(zhang)安全。推(tui)動關(guan)(guan)鍵技術和核心裝備攻(gong)關(guan)(guan),強化企業創(chuang)新主(zhu)體作(zuo)(zuo)用,以創(chuang)新引領發展。加快推(tui)動標(biao)準制修訂工作(zuo)(zuo),引領行業協(xie)同(tong)規范(fan)發展。建立健全配套監(jian)管措施,完善測試認(ren)證(zheng)、系統(tong)接入、聚合(he)調(diao)控等環節(jie)配套管理機制,保(bao)障(zhang)車網互(hu)動場景下電網運(yun)行安全。

到(dao)2025年(nian),我國(guo)車(che)網(wang)(wang)互動技術標準體系初步建成(cheng),充(chong)電(dian)峰谷電(dian)價機制(zhi)全面(mian)實施并(bing)持續(xu)優化,市(shi)場機制(zhi)建設取得(de)重要進展,加大力(li)度開展車(che)網(wang)(wang)互動試點(dian)(dian)示范,力(li)爭(zheng)參(can)與試點(dian)(dian)示范的城市(shi)2025年(nian)全年(nian)充(chong)電(dian)電(dian)量60%以(yi)上(shang)集中在低谷時(shi)段、私人(ren)充(chong)電(dian)樁(zhuang)充(chong)電(dian)電(dian)量80%以(yi)上(shang)集中在低谷時(shi)段,新能源汽車(che)作(zuo)為移(yi)動式電(dian)化學儲(chu)能資源的潛力(li)通過試點(dian)(dian)示范得(de)到(dao)初步驗證(zheng)。
到(dao)2030年(nian),我國車(che)網(wang)互動技術(shu)標準體系(xi)基本建成(cheng)(cheng),市場機制更加完善(shan),車(che)網(wang)互動實現規(gui)模化應用,智能有序充電(dian)全面推廣,新能源汽(qi)車(che)成(cheng)(cheng)為電(dian)化學儲能體系(xi)的重要組成(cheng)(cheng)部分,力爭為電(dian)力系(xi)統提供(gong)千萬(wan)千瓦級(ji)的雙(shuang)向靈活性調(diao)節能力。
二(er)、重點任(ren)務
(一(yi))協同推進車(che)網互動核(he)心(xin)技術攻關
加大動(dong)(dong)力(li)電(dian)池關鍵技(ji)(ji)術(shu)攻關,在不(bu)明顯增加成本基礎上將動(dong)(dong)力(li)電(dian)池循環壽(shou)命提升至3000次及以上,攻克高(gao)頻度雙向充放電(dian)工(gong)況下的電(dian)池安(an)(an)全(quan)(quan)防控(kong)技(ji)(ji)術(shu)。研(yan)制(zhi)高(gao)可(ke)靠、高(gao)靈活、低能(neng)耗的車(che)(che)網互(hu)(hu)動(dong)(dong)系統(tong)架(jia)構及雙向充放電(dian)設(she)備,研(yan)發(fa)光儲充一體(ti)化(hua)、直(zhi)流母(mu)線柔(rou)性(xing)互(hu)(hu)濟等電(dian)網友好型(xing)充換電(dian)場站關鍵技(ji)(ji)術(shu),攻克海量分布式車(che)(che)網互(hu)(hu)動(dong)(dong)資源精準預測和聚合調(diao)控(kong)技(ji)(ji)術(shu)。加強(qiang)車(che)(che)網互(hu)(hu)動(dong)(dong)信(xin)息交互(hu)(hu)與信(xin)息安(an)(an)全(quan)(quan)關鍵技(ji)(ji)術(shu)研(yan)究,構建“車(che)(che)—樁—網”全(quan)(quan)鏈(lian)條智能(neng)高(gao)效互(hu)(hu)動(dong)(dong)與協(xie)同安(an)(an)全(quan)(quan)防控(kong)技(ji)(ji)術(shu)體(ti)系,實(shi)現(xian)“即插即充(放)”智能(neng)便捷交互(hu)(hu),同時確保信(xin)息安(an)(an)全(quan)(quan)和電(dian)網運行安(an)(an)全(quan)(quan)。
(二)加快(kuai)建立車網互動標準體系
加快制修(xiu)訂車網互(hu)動(dong)相關國(guo)(guo)(guo)家和行業標準(zhun),優先完(wan)成(cheng)有(you)序(xu)(xu)充(chong)電場景(jing)下(xia)的(de)(de)交互(hu)接口、通信協議、功率調節、預約充(chong)電和車輛(liang)喚醒等(deng)關鍵技(ji)術(shu)標準(zhun)制修(xiu)訂;力(li)(li)爭在(zai)2025年底前(qian)完(wan)成(cheng)雙向充(chong)放(fang)電場景(jing)下(xia)的(de)(de)充(chong)放(fang)電設備和車輛(liang)技(ji)術(shu)規范(fan)、車樁(zhuang)通信、并網運行、雙向計量、充(chong)放(fang)電安全防護、信息安全等(deng)關鍵技(ji)術(shu)標準(zhun)的(de)(de)制修(xiu)訂。同(tong)步完(wan)善標準(zhun)配套檢測認(ren)證體系,推動(dong)在(zai)車輛(liang)生(sheng)產準(zhun)入(ru)以及充(chong)電樁(zhuang)生(sheng)產、報裝、驗收等(deng)環節落(luo)實智能有(you)序(xu)(xu)充(chong)電標準(zhun)要(yao)求(qiu)。積極(ji)參與(yu)車網互(hu)動(dong)領域的(de)(de)國(guo)(guo)(guo)際(ji)標準(zhun)合作,提升中(zhong)國(guo)(guo)(guo)標準(zhun)的(de)(de)國(guo)(guo)(guo)際(ji)影響(xiang)力(li)(li)。
(三)優(you)化完善(shan)配套電(dian)價和市場機制
鼓(gu)(gu)勵針對(dui)居(ju)(ju)民(min)(min)(min)個人樁(zhuang)等(deng)負荷可引導性(xing)強的(de)(de)充(chong)電(dian)(dian)設(she)(she)施制(zhi)定獨(du)立(li)的(de)(de)峰谷分時(shi)電(dian)(dian)價政策(ce),并圍繞居(ju)(ju)民(min)(min)(min)充(chong)電(dian)(dian)負荷與居(ju)(ju)民(min)(min)(min)生活(huo)負荷建立(li)差異化的(de)(de)價格體系(xi),力(li)(li)爭(zheng)2025年(nian)底(di)前(qian)實現居(ju)(ju)民(min)(min)(min)充(chong)電(dian)(dian)峰谷分時(shi)電(dian)(dian)價全(quan)面應用(yong),進一步(bu)激(ji)發(fa)各類充(chong)換電(dian)(dian)設(she)(she)施靈(ling)活(huo)調節(jie)潛力(li)(li)。研究探(tan)索新能源(yuan)(yuan)汽車(che)和(he)充(chong)換電(dian)(dian)場站對(dui)電(dian)(dian)網放電(dian)(dian)的(de)(de)價格機制(zhi)。建立(li)健全(quan)車(che)網互(hu)動資(zi)(zi)源(yuan)(yuan)聚(ju)合參(can)(can)(can)與需(xu)求(qiu)側(ce)管理以及市場交易(yi)(yi)機制(zhi),優化完善輔助服(fu)務機制(zhi),豐富交易(yi)(yi)品種,擴大參(can)(can)(can)與范(fan)(fan)圍,提高車(che)網互(hu)動資(zi)(zi)源(yuan)(yuan)參(can)(can)(can)與需(xu)求(qiu)響應的(de)(de)頻次和(he)規(gui)模,探(tan)索各類充(chong)換電(dian)(dian)設(she)(she)施作為靈(ling)活(huo)性(xing)資(zi)(zi)源(yuan)(yuan)聚(ju)合參(can)(can)(can)與現貨市場、綠證(zheng)交易(yi)(yi)、碳(tan)交易(yi)(yi)的(de)(de)實施路徑。鼓(gu)(gu)勵雙(shuang)向(xiang)充(chong)放電(dian)(dian)設(she)(she)施、儲充(chong)/光儲充(chong)一體站、換電(dian)(dian)站等(deng)通過資(zi)(zi)源(yuan)(yuan)聚(ju)合參(can)(can)(can)與電(dian)(dian)力(li)(li)市場試(shi)點(dian)示范(fan)(fan),驗證(zheng)雙(shuang)向(xiang)充(chong)放電(dian)(dian)資(zi)(zi)源(yuan)(yuan)的(de)(de)等(deng)效儲能潛力(li)(li)。
(四)探索開展雙向充放電綜合示范
積(ji)極探(tan)索新能(neng)源汽車(che)(che)(che)與園(yuan)區、樓(lou)宇建筑(zhu)、家庭(ting)住(zhu)宅等場景(jing)高效融合(he)的(de)雙向充(chong)放(fang)電應(ying)用(yong)模(mo)(mo)式(shi)。優先打造一批(pi)面向公務、租賃(lin)、班(ban)車(che)(che)(che)、校車(che)(che)(che)、環衛、公交等公共領域車(che)(che)(che)輛(liang)的(de)雙向充(chong)放(fang)電示范項目;鼓勵電網企業(ye)聯合(he)充(chong)電企業(ye)、整車(che)(che)(che)企業(ye)等共同開展居住(zhu)社(she)區雙向充(chong)放(fang)電試點。結合(he)試點示范,積(ji)極探(tan)索雙向充(chong)放(fang)電可持續商業(ye)模(mo)(mo)式(shi),完善典(dian)型應(ying)用(yong)場景(jing)下的(de)雙向充(chong)放(fang)電業(ye)務流程與管理機制(zhi),建立健全雙向充(chong)放(fang)電車(che)(che)(che)輛(liang)的(de)電池質保(bao)(bao)體系,強(qiang)化消(xiao)費者權益保(bao)(bao)護,加強(qiang)試點成(cheng)效評估與總(zong)結,形成(cheng)一批(pi)可復制(zhi)、可推廣(guang)的(de)典(dian)型模(mo)(mo)式(shi)和經驗。
(五(wu))積極提升充換(huan)電(dian)設施(shi)互動水平
大力(li)推廣智(zhi)(zhi)(zhi)能(neng)有(you)(you)(you)(you)序(xu)(xu)(xu)充(chong)(chong)(chong)電(dian)設(she)施,原則(ze)上(shang)新建(jian)(jian)充(chong)(chong)(chong)電(dian)樁統一(yi)采用(yong)智(zhi)(zhi)(zhi)能(neng)有(you)(you)(you)(you)序(xu)(xu)(xu)充(chong)(chong)(chong)電(dian)樁,按需(xu)推動既有(you)(you)(you)(you)充(chong)(chong)(chong)電(dian)樁的(de)智(zhi)(zhi)(zhi)能(neng)化(hua)改造。建(jian)(jian)立健全居(ju)住社區智(zhi)(zhi)(zhi)能(neng)有(you)(you)(you)(you)序(xu)(xu)(xu)充(chong)(chong)(chong)電(dian)管理(li)體系(xi)和流程,明確(que)電(dian)網企業(ye)、第三方(fang)平臺企業(ye)和新能(neng)源汽車用(yong)戶等(deng)各方(fang)責任與(yu)權利,明確(que)社區有(you)(you)(you)(you)序(xu)(xu)(xu)充(chong)(chong)(chong)電(dian)發起條件(jian)和響應要求。鼓(gu)(gu)勵電(dian)網企業(ye)與(yu)充(chong)(chong)(chong)電(dian)運營商合(he)作(zuo),建(jian)(jian)立電(dian)網與(yu)充(chong)(chong)(chong)換(huan)(huan)電(dian)場(chang)站的(de)高效(xiao)互動機制(zhi),提升(sheng)充(chong)(chong)(chong)換(huan)(huan)電(dian)場(chang)站的(de)功(gong)率響應調節能(neng)力(li)。探索研究(jiu)針(zhen)對不同類型(xing)智(zhi)(zhi)(zhi)能(neng)有(you)(you)(you)(you)序(xu)(xu)(xu)充(chong)(chong)(chong)換(huan)(huan)電(dian)設(she)施的(de)電(dian)力(li)接(jie)入容(rong)量核定(ding)方(fang)法和相關標準規范,有(you)(you)(you)(you)效(xiao)提升(sheng)配電(dian)網接(jie)入能(neng)力(li)。鼓(gu)(gu)勵充(chong)(chong)(chong)電(dian)運營商等(deng)接(jie)受業(ye)主委托,開展(zhan)居(ju)住區充(chong)(chong)(chong)電(dian)設(she)施“統建(jian)(jian)統服”。鼓(gu)(gu)勵充(chong)(chong)(chong)電(dian)運營商因地制(zhi)宜建(jian)(jian)設(she)光(guang)儲(chu)充(chong)(chong)(chong)一(yi)體化(hua)場(chang)站,促(cu)進交通與(yu)能(neng)源融合(he)發展(zhan)。
(六(liu))系統強化電網企業支撐保(bao)障能力
將車(che)網(wang)(wang)互(hu)(hu)動納入電(dian)(dian)(dian)力(li)(li)需求側管理(li)與電(dian)(dian)(dian)力(li)(li)市(shi)場(chang)建設統(tong)(tong)籌推進(jin)。支持(chi)電(dian)(dian)(dian)網(wang)(wang)企業(ye)結(jie)(jie)合新型電(dian)(dian)(dian)力(li)(li)負(fu)荷管理(li)系(xi)統(tong)(tong)開展車(che)網(wang)(wang)互(hu)(hu)動管理(li),優(you)先實現10千伏及以上充換(huan)電(dian)(dian)(dian)設施(shi)資源的(de)統(tong)(tong)一接入和管理(li),逐步覆蓋至(zhi)低壓配電(dian)(dian)(dian)網(wang)(wang)及關(guan)口表后(hou)的(de)各類(lei)充換(huan)電(dian)(dian)(dian)設施(shi)資源。進(jin)一步完(wan)善電(dian)(dian)(dian)網(wang)(wang)需求側管理(li)與電(dian)(dian)(dian)力(li)(li)調控(kong)平臺(tai)功能,為車(che)網(wang)(wang)互(hu)(hu)動聚合交(jiao)易提供(gong)基礎支撐與技術服務。加(jia)快完(wan)善車(che)網(wang)(wang)互(hu)(hu)動配套并(bing)網(wang)(wang)、計量、保(bao)護(hu)控(kong)制與信息交(jiao)互(hu)(hu)要求與技術規(gui)范,探(tan)索關(guan)口表后(hou)的(de)充換(huan)電(dian)(dian)(dian)設施(shi)獨立(li)計量方(fang)案。優(you)化電(dian)(dian)(dian)網(wang)(wang)清(qing)分結(jie)(jie)算機制,支持(chi)車(che)網(wang)(wang)互(hu)(hu)動負(fu)荷聚合商直接參與電(dian)(dian)(dian)力(li)(li)市(shi)場(chang)的(de)清(qing)分結(jie)(jie)算。
三、保障措施
(一)加(jia)強統籌協調。國(guo)(guo)家發展改(gai)革委(wei)、國(guo)(guo)家能(neng)(neng)(neng)源(yuan)局統籌開展車(che)網互動(dong)頂層設計,積極推進(jin)配套政策(ce)、電(dian)價與市(shi)場機制建設,強化指導(dao)監督。工(gong)業(ye)(ye)和信息化部、國(guo)(guo)家能(neng)(neng)(neng)源(yuan)局推動(dong)新(xin)能(neng)(neng)(neng)源(yuan)汽車(che)、充(chong)換電(dian)設施加(jia)快(kuai)應用智能(neng)(neng)(neng)有(you)序充(chong)電(dian)功能(neng)(neng)(neng)。國(guo)(guo)家標準(zhun)(zhun)(zhun)化管理(li)委(wei)員(yuan)會(hui)組織能(neng)(neng)(neng)源(yuan)行(xing)業(ye)(ye)電(dian)動(dong)汽車(che)充(chong)電(dian)設施標準(zhun)(zhun)(zhun)化技術委(wei)員(yuan)會(hui)、全國(guo)(guo)汽車(che)標準(zhun)(zhun)(zhun)化技術委(wei)員(yuan)會(hui)加(jia)快(kuai)車(che)網互動(dong)標準(zhun)(zhun)(zhun)體系建設,指導(dao)開展相關國(guo)(guo)際標準(zhun)(zhun)(zhun)合(he)作。
(二)壓(ya)實(shi)各(ge)方責任(ren)。各(ge)級地方政府(fu)有(you)(you)關(guan)部門(men)要(yao)(yao)按(an)照實(shi)施意見(jian)要(yao)(yao)求,加快推動(dong)車網(wang)(wang)互(hu)動(dong)相關(guan)工作,加快推廣智(zhi)能有(you)(you)序充(chong)(chong)(chong)電(dian)(dian),研究探索車網(wang)(wang)互(hu)動(dong)應用試點,推動(dong)將智(zhi)能充(chong)(chong)(chong)放(fang)電(dian)(dian)設施建(jian)設和改造(zao)納入(ru)充(chong)(chong)(chong)電(dian)(dian)基礎設施建(jian)設支(zhi)持政策范(fan)疇(chou),對車網(wang)(wang)互(hu)動(dong)試點示(shi)范(fan)項目加大資金(jin)支(zhi)持。國家能源(yuan)局派(pai)出機(ji)構要(yao)(yao)建(jian)立(li)健全包括充(chong)(chong)(chong)電(dian)(dian)樁、充(chong)(chong)(chong)換(huan)電(dian)(dian)站、虛擬電(dian)(dian)廠、負荷(he)聚合(he)商(shang)在內的用戶及第(di)三方輔助服務(wu)(wu)市場(chang)機(ji)制。電(dian)(dian)網(wang)(wang)企業(ye)(ye)要(yao)(yao)積極開展配套電(dian)(dian)網(wang)(wang)改造(zao),加快智(zhi)能有(you)(you)序充(chong)(chong)(chong)電(dian)(dian)和雙向(xiang)充(chong)(chong)(chong)放(fang)電(dian)(dian)業(ye)(ye)務(wu)(wu)體(ti)系建(jian)設,做(zuo)好(hao)聚合(he)商(shang)平臺對接工作。新能源(yuan)車企、充(chong)(chong)(chong)電(dian)(dian)設備制造(zao)與(yu)運營(ying)企業(ye)(ye)等要(yao)(yao)嚴格落實(shi)生產、銷售與(yu)服務(wu)(wu)責任(ren),支(zhi)持車網(wang)(wang)融合(he)生態建(jian)設。行業(ye)(ye)協會要(yao)(yao)積極搭建(jian)交流平臺,增進各(ge)方共(gong)識,共(gong)同培(pei)育產業(ye)(ye)生態。
(三)強(qiang)化(hua)試點示(shi)范(fan)。國家能源局牽頭(tou)開展(zhan)(zhan)車網互動(dong)試點示(shi)范(fan)工作。初(chu)步在長三角(jiao)、珠(zhu)三角(jiao)、京津冀(ji)魯(lu)、川渝等條件相對成熟的(de)地區開展(zhan)(zhan)車網互動(dong)規模化(hua)試點示(shi)范(fan),力爭2025年底前建(jian)(jian)成5個(ge)以(yi)上(shang)示(shi)范(fan)城(cheng)(cheng)市(shi)以(yi)及(ji)50個(ge)以(yi)上(shang)雙(shuang)向(xiang)充放電示(shi)范(fan)項(xiang)目。支持示(shi)范(fan)城(cheng)(cheng)市(shi)和示(shi)范(fan)項(xiang)目積極開展(zhan)(zhan)商業合(he)作和服務(wu)模式創新,形成可(ke)(ke)(ke)復制、可(ke)(ke)(ke)推(tui)廣的(de)建(jian)(jian)設經驗。加(jia)強(qiang)宣傳引導和輿論監督,提高各方認(ren)可(ke)(ke)(ke)度和參與度,構建(jian)(jian)有利(li)于車網互動(dong)發展(zhan)(zhan)的(de)輿論氛圍。
